CONTENTS: Foreword -- The ideal state -- The university as a training ground for guardian citizens. Day was born in 1881 in Shubenacadie, Nova Scotia, he attended Pictou Academy and later Mount Allison Univ where in 1903 he obtained a BA and a Rhodes Scholarship. Upon leaving Oxford Univ he traveled briefly in Germany and soon after took a teaching position at the University of New Brunswick (1909-1912). In 1912 he moved to the Carnegie Institute and later to Swathmore College. Upon the outbreak of WW l he returned to Canada enlisting in the 185th Cape Breton Highlanders where he gained a field promotion to colonel.
