This is a striking woodcut of the illustration on the dust jacket of The Original Handbook of Harlem Jive by Dan Burley. The illutration was done by Melvin Tapley. Earl Marshawn Washigton seems to have forged woodcuts of about 1700 works by other artists. He has at times claimed these to be the work of his grandfather (of whom there is no record) or that the grandfather had "rescued " the plates from a burned-out print shop. His forgeries include works by M. C Escher and Rockwell Kent. Much more information is available on Wikipedia. That being said, this is a very decorative piece with an interesting history.
